The TWO drone rules

Please help us to find bad videos. Broken or unappropriated video content?
It would only take two simple rules to ensure the safety of drone and RC model operations and I think the CAA, CASA, the FAA, Transport Canada and all the other regulators should consider this concise rule-set in preference to the increasingly dense and restrictive regulations they're currently rolling out:
1. Do not fly a model/drone over 400 feet AGL without the prior consent of the airspace administrator
2. Never operate a model/drone in a manner that creates a risk to other persons or their property without their prior permission.
That's it. Very simple, very easy to remember, no exceptions required and no loopholes (that I can see) to exploit.
Even a 5-year-old could remember those rules so ignorance could never be an excuse for violating them.
If these two simple rules were used to regulate drone/model operations then far more effort and resource could be put into *educating* the droner and RC flying community as to what constitutes safe practice.
When it comes to ensuring safety, education trumps regulation every time!
