In 1700, Adrian, patriarch of Moscow and all Russia died. Tsar Peter I prevented the election of new patriarch. Instead, Metropolitan Stephen Yavorsky was appointed the “locum tenens” of the patriarchal throne. In 1721, several months before Russia was proclaimed an empire and Peter received the title of emperor, a decree was issued establishing a “spiritual collegium” headed by a president.
